Title: Jury Duty Selection
Topic: Jury Duty
Discussed by Chris Daniel
with Elected Officials

Part 1 of 2

Jury duty summons are not merely a piece of paper people receive for serving on a jury in court. No, jury duty summons are so much more important because they also affect elections.

Over the next two segments, Chris Daniels, the Harris County District Clerk, will be discussing why jury duty summons are vital to many aspects of the law.

Questions/Issues Discussed:

Can you be chosen for jury duty if you do not register to vote?

How many eligible jurors are in Harris County?

Can the district clerk’s office separate those who may be on two different juror lists? Do some people still slip through the system and get multiple summons every year?

How many people show up to jury duty who are not United States citizens? What are the next steps that are taken in this situation?

What action is necessary if a non-US citizen repeatedly appears in data bases for jury duty and other government business?

Title: Part 2 of 2 - Jury Duty Selection
Topic: Jury Duty
Discussed by Chris Daniel
with Elected Officials

Questions/Issues Discussed:

How many jury summons are sent from Harris County each year?

Is Chris Daniel required to notify other government entities when someone responds either by mail or in person that they are not eligible for jury duty because they are not a US citizen?

Does this process protect our elections from voter fraud?

To obtain a valid Texas driver’s license, must you be a US citizen? Are DPS officers required to mark people as “citizen” or “non-citizen” in the data base?

How, then, do people appear in the jury duty data base who are not US citizens? NOTE: Pay close attention to this response!

Is the Democrat Tax Accessor Voter Registrar removing names of non-US citizens from the voter list as required by law?

Title: WARNING! Con Men Posing as Police Officers
Topic: WARNING! Con Men Posing as Police Officers
Discussed by Chris Daniel
with Elected Officials

Warning! Across America, con men are posing as police officers and official county employees.

Harris County District Clerk, Chris Daniel, is here today to discuss the scary details and how you can protect yourself from the costly scam.

Questions/Issues Discussed:

Is this new scam just centralized to Harris County? Or is it nationwide? Chris Daniel calls this a “precise, intricate, high-level” scam.

How are the scammers obtaining the names of not only the victims but the employees of the County District Clerk’s office?

Are the scammers domestic or foreign-based? NOTE: This appears to be multiple groups, not just one! Listen in as Chris gives more details about what they know, including information about a man who was already in prison!

Chris also says that it is important to remember that “no agency is going to call you to tell you that you have failed to appear for jury service and if you do not pay such-and-such agency money right now you’re going to go to jail.” This is not the procedure for any agency no matter where they are located.

Harris County residents who have been contacted by the con men may call the District Clerk’s Office at 713-755-7300 or the Sheriff’s Office at 713-274-9210.

Title: Illegals Living The Good Life In Our Jails and Prisons
Topic: Convicted Of Crimes: Illegals Should Be Sent Home
Discussed by State Representative Bryan Hughes
with Elected Officials

A 2011 study on approximately 250,000 illegal aliens locked up in our federal, state, and local prisons. They represent more than a quarter of all of the prisoners in the federal prison system alone.

The GAO’s “study population” had been arrested nearly 1.7 million times and committed three million offenses, averaging about seven arrests and 12 offenses per criminal alien. The incarcerated aliens had been arrested for a vast array of crimes:

- 49 percent had been arrested for drugs;
- 37 percent for burglary, stolen property or robbery;
- 35 percent for assault;
- 21 percent for fraud, forgery or counterfeiting;
- 19 percent for weapons violations;
- 13 percent for homicide or kidnapping, and
- 12 percent for sex crimes.

Three states—California, Texas and Arizona—bore the brunt of the crime wave induced by these criminal illegal aliens.

Title: Red Light Cameras are Back in the News
Topic: Red Light Cameras
Discussed by State Representative Gary Elkins
with Elected Officials

FACT: 90% of the tickets issued from red light cameras are for people turning right on red a light. Even most police officers wouldn’t do that!

State Representative Gary Elkins is here today to give an update on the battle surrounding red light cameras. Some like them; many do not. First, he reviews the history behind red light cameras. In 2003, there was a “Civil Regulation” amendment offered in a transportation bill that seemed harmless at the time. One problem with red light cameras, according to Gary, is that the traffic laws vary from city to city. Drivers deserve uniform laws across the state of Texas.

State Rep. Gary Elkins was able to pass a law repealing the Civil Regulation amendment in 2005 with overwhelming bipartisan support. In fact, it has passed the Texas House over a dozen times. But it keeps dying in the Senate! Furthermore, every time the public has had a chance to vote to repeal red light cameras, it has passed. Listen in as Gary explains the hurdles he is facing now concerning HB1131.

The Senate’s sister bill concerning this issue is SB714. It has passed the Senate committee, but Gary needs your help to get a hearing for his bill, HB1131. Please call the House Transportation Committee and light a fire under them! The phone number to call is: 512.463.0818 ext E2.122

Title: Jury Duty: Honor the Call to Serve
Topic: Jury Duty
Discussed by Chris Daniel
with Elected Officials

Part 1 of 3

Firefighters head into burning buildings while everyone else heads out. Police officers put on protective vests each day at work. Members of the military are ready to head out anywhere in the world at a moment’s notice.

What do they have in common? They honor the call to serve when asked.

Everyday folks are called upon to occasionally perform a different role: jury service. We want them to honor the call. Senator Ted Cruz even took time out of his busy, busy schedule to answer his jury summons back in January! If he can, you can! But is it really that important?

Chris Daniel, the Harris County District Clerk, says, “Absolutely! The US Constitution only requires two duties of every citizen: To vote and serve on a jury.” The Founding Fathers thought citizen jury members were so important that they made sure it was included in the Constitution!

Chris explains how the selection process works in this first segment. Did you know that they sometimes send the jury summons letter by certified mail now? No more “lost in the mail” excuses! Also, how can a person avoid getting multiple summons in one year? Listen in!

NOTE: Since the listening area is expanded far beyond Harris County, Chris also explains the mailing process and online information for other counties in the state.

Title: Part 2 of 3 - Jury Duty: Honor the Call to Serve
Topic: Jury Duty
Discussed by Chris Daniel
with Elected Officials

In this second segment with Chris Daniel, he explains how several of the larger counties in Texas, including Harris County, have separate call-times for people to serve – a morning and an afternoon call-time and when you can reschedule your service to a date more convenient for you. He also details the FREE public transportation opportunities you can utilize on your day of service.

Another fact you may not be aware of: FREE WiFi! Right now, Harris County is one of the only counties to offer Free WiFi to everyone in the courthouse. If you need to send some emails while waiting for your name to be called, feel free! Same with students – even though you can exempt yourself from serving, if you want to “honor the call”, you are more than welcome to bring your schoolwork with you!

Chris also discusses CHL laws and what “weapons” are allowed or not allowed and encourages everyone to respond to their first jury summons notice to save taxpayers tons and tons of money! Chris says, “We want to be efficient with our justice system…so we can have more money spread across the county to help other departments.”

Title: Part 3 of 3 - Jury Duty: Honor the Call to Serve
Topic: Jury Duty
Discussed by Chris Daniel
with Elected Officials

The District Clerks across Texas obtain names for their jury pool two ways: Voter Registration and Texas Driver’s License. People once believed that if they just avoided registering to vote (shame, shame, shame!) they could avoid jury duty. That is no longer true!

Chris Daniel, “The Clerk of the Court”, continues to discuss the different public transportation opportunities available for people to use on the day they “honor the call”. How do you get a ride for FREE?

And how much money will you get paid if you are chosen to serve on a jury? It’s more than six bucks, that’s for sure! But how are people picked to serve? The process seems complicated, but it is really very simple!

If you’ve ever served on a jury and are curious how you got picked – listen in! If you’ve always wanted to serve on a jury and you’re mad because you haven’t been picked – there’s no right or wrong way to act to be chosen! You need to listen in, too!

Plus, did you know you can donate your jury duty money to charity? Chris gives the details about those charities, too. For more on jury duty in Harris County, click [here].

Title: The History Behind Red Light Cameras
Topic: Red Light Camera History
Discussed by State Representative Gary Elkins
with Elected Officials

State Representative Gary Elkins is beginning his 21st year in the Texas State Legislature. He is fed up with the government trying to take away the rights of citizens. He believes, like many others, that red light cameras are infringing on the rights of Texans and he has plans to make them go away once and for all.

Legislation was introduced in 2003 under the guise of wanting to “civilly regulate traffic”. That sounded great, so the Texas Legislators passed the law, which actually allowed individual cities to install the cameras if the voters agreed. You can imagine the shock many elected officials experienced when they discovered this! Many were furious because they thought they had firmly said NO to red light cameras.

In fact, in 2005 the House passed a law to repeal the law, but it died in the Senate. Same thing happened in 2007 AND in 2009. Every single time it passed the House but was shot down in the Senate..... What gives??

Finally, this year, Senator Don Huffines (R-Dallas) has filed a bill in the Senate to stop red light cameras once and for all. Listen in as State Representative Gary Elkins explains the premise behind red light cameras and why he believes they are nothing but bad news.

SB 340 and HB 1131 can be found [HERE].

Title: Lobbyists, Non-Profits, Money, and the LINK Letter
Topic: Pay-to-Play Politics
Discussed by State Representative Gary Elkins
with Elected Officials

Part 1 of 2

Gary Elkins first knocked on my door in January of 1994. Back then, I was just stepping into the political scene. Very few people were Republicans and even fewer people actually admitted it.

But people were beginning to see the light and realize we needed a change in Texas if our great state was to survive.

20 years later, Gary is still my friend. We don’t agree on everything. We probably never will. What does he think of the LINK Letter? Does he think I’m a “sell-out”?

Title: Part 2 of 2
Topic: Pay-to-Play Politics
Discussed by State Representative Gary Elkins
with Elected Officials

Gary says that lobbyists have the real power and influence. They will hound and hound and offer money and free gifts; they organize fundraisers and even sponsor your kid’s t-ball team.

Why don’t people see these activities as wrong and immoral?

Also, pro-life organizations such as Texas Right to Life will give politicians a big, fat “F” if they vote against any pro-life bill, no matter the circumstance. Is this fair? Shouldn’t we be looking at the big picture?

Pro-life issues are very important, probably the most important to me. But there are others issues that are high priority, like border security, repealing ObamaCare, and lowering taxes. Those issues matter, too.

Title: Tax Break for Businesses when Employers Serve on a Jury
Topic: Jury Duty
Discussed by Chris Daniel
with Elected Officials

House Bill 433, authored by Representative Debbie Riddle, would have terrific benefits for people living in Harris County, Texas.

The bill would allow employers to claim a 15 percent discount when calculating their state margins taxes if they pay their workers who are out for jury service. This would greatly help low-wage workers when they are called for jury duty. In addition, HB 433 would require fewer jury notices to be served, which means residents would be called to serve less frequently.

Title: Is this a 'true way' to cap the growth in government spending?
Topic: Taxes and Government Spending
Discussed by State Representative Jimmy "Jim" Jackson
with Elected Officials

Usually there is more than one way to skin a cat... the same with trying to slow, or cap, the growth in government spending. State Representative Jim Jackson, Republican from Carrollton, explains the reasons behind HB 1479. This is an interesting concept: "Limit the growth in spending for any govermental entity in Texas to 5% from one year to the next with respect to dollars received and spent from taxes on real property." But, many wanting 'their idea' to be the one to pass have turned a deaf ear to any other idea. Politics is the art of compromise and the ability to work with others to achieve common goals. By pushing "my way or hit the highway", many times nothing is accomplished. Time is short. Time will tell us what happens... it will be fun to watch!

Whites spend on average $30.76 playing the lottery... blacks $88.98... Hispanics $64.83... and others (Asians) $72.73... Do not be fooled! Slot machines will take more money from non-whites on average. None of the dollars will go to pay for social services for the poor. Follow the money: who stands to benefit from slot machines? Certainly not the average Texan.

Title: Parental Consent in Texas
Topic: Conversation with an Elected Official
Discussed by State Representative Phil King
with Elected Officials

In Texas, young ladies and men under 18 cannot obtain a tattoo and/or have their bodies pierced. But minor girls can obtain an abortion and parental consent is not required. HB 1212 calls for Parent Consent. This bill is right and fair, and needs your support. Answer this question: What would Jesus do to help pass this bill? Now - what are you going to do?

Title: Our local government is spending more of our money!
Topic: Gambling
Discussed by State Representative Charlie Howard
with Elected Officials

For the state of Texas to take in 1.2 billion dollars a year in revenue from slot machines, we will have to spend $36.9 billion playing! That's more than what Texans spent on lottery tickets since 1992. Who makes all the money when we play slot machines? Please have your friends AND PASTORS listen to this segment. What would Jesus do?

Title: A local State Senator wants to tax blacks almost 3 times as much as whites!
Topic: Gambling
Discussed by State Representative Corbin Van Arsdale
with Elected Officials

Whites on average spend $30.76 per month playing the lottery; blacks: $88.98 per month; Hispanics: $64.83; and Asians: $72.73 per month. If I called for a tax that would tax other ethnic groups at a higher rate, I would be run off the air... This is a serious issue... What would Jesus do?

Title: A reduction in property taxes, could cost you and me more, how? And what about Red light cameras...
Topic: Conversation with an Elected Official
Discussed by State Representative Gary Elkins
with Elected Officials

State Representative Gary Elkins sounds the alarm: there is a rush to reduce property taxes, but there is a catch. Be aware, many elected officials will try to mask a larger tax increase. It will not help if they reduce your property taxes by $500 if they reach into the other pocket and take out $800 to $1000 somewhere else! And, say no to cameras at street lights for three reasons: 1. Documented to cause an increase in injures by 24% 2. Why should a city profit from its engineering mistakes 3. If they were so effective in reducing the number of red light runners, why would they bring in so much money year after year? You would think drivers would just stop, but no, they really are encouraged to hurry all the more.

Title: Public Education, New Hospitals, New Schools, and New Roads?
Topic: Conversation with an Elected Official
Discussed by State Representative Corbin Van Arsdale

As we focus on family, church, and work, our elected officials are now focused on a new way to pay for public education. Will the state have enough money to fund education, build new hospitals, schools, and roads - with enough left over for everything else? What about new forms of gambling?

Title: How many new homes or apartments will we need to house 1.7 million new people the next 20 years?
Topic: Conversation with an Elected Official
Discussed by Senator Jon Lindsay
with Elected Officials

Should we be planning today for an additional 1.7 million new people to be in just Harris County the next 20 years? Where will they live, how many more cars will be driving on what new roads? Someone planned for me, before I moved here 20+ years ago. Should we plan for the homes, the business centers, and the new roads for our children and grandchildren? Without infrastructure our children and grandchildren will not have an option to live here.

What are the duties of a Justice of the Peace? Judge Adams' court is the busiest in Harris County yet he finds time to give back to the community by involving the Boy Scouts with Juvenile offenders. This is a great story of an elected official giving back so much to the community he serves. Salute to this great Judge!
