Title: San Antonio School Board Hikes Minimum Wage

If a business owner only awarded its lowest-paid employees a twenty-percent raise – but no one else – how would people react? Probably not very favorably. Well, that’s exactly what a San Antonio, Texas, school board did!

Dr. Vance Ginn, an economist with the Texas Public Policy Foundation, does not believe this government agency made a wise decision. He says, “The decision should be based on merit.” Each person in a company (or school) is important, from the janitor to the receptionist, to the teacher, to the Principal. However, pay raises should always – always – be based on merit. Why should someone working in the school for a week be awarded the same pay raise as someone who has worked there for ten years? Life is not fair, but this…This is just ridiculous.

FACT: This San Antonio school district is already $1.1 Billion debt. Where are they going to get the money for this pay raise?

Every school district across the state of Texas has the right to set their own pay scale. It is understandable that entry-level, non-degree positions may be hard to fill. After all, the cost of living is high, right? However, these particular types of positions are meant to be short-term positions so the employee can advance to other positions with more pay. That is the way of the world. Or so it should be…
Dr. Ginn explains that there have been “several labor union groups traveling throughout Texas to convince local government agencies to raise their minimum wages”. These groups hope that Texas will be the next state to jump on the “$15-per-hour-train”, saying it will reduce “income inequality”. This is not going to happen on my watch!

Dr. Ginn points out: “What you see when you raise the minimum wage, those low-wage, low-skilled workers are substituted for new technologies that are maintained and built by high-wage, high-skilled workers.” It’s one thing for a private entity like Walmart or McDonald’s to raise their minimum wage; it’s another issue entirely when the government forces everyone, including small business owners, to raise the minimum wage across the board.

It is time for some good news! Texas continues to add THOUSANDS of NEW jobs every month. Granted, those in the oil industry are suffering losses every day. If you are one of those who has lost their job, my heart goes out to you. I know from personal experience back in the 80’s how tough it can be. But we want to focus on the positive during this interview with Dr. Vance Ginn – and hopefully lift your spirits in the process.

During January of this year, businesses across Texas added 31,400 “non-farm jobs”, bringing the unemployment rate down to 4.5%. Dr. Ginn also points out that the unemployment rate for Texas has been under the national average for 109 consecutive months! That is outstanding! No wonder so many Californians and northerners are flocking to Texas! (Note: There is a sad note to the “non-farm jobs” stats, including the jobs lost in the oil field, as Dr. Ginn explains here.)

The business sectors that have had the most growth in Texas during the last year are: finance, manufacturing computers, and the health industry. The largest increase, however, comes in the education health services industry, adding 11,500 jobs in January 2016 alone!

Listen in as Dr. Ginn gives more statistics on job growth in Texas over the last twelve months. He also offers hope for Texans who may be experiencing a job loss. There is hope on the horizon!

The Texas Passenger Vehicle Safety Inspection Program began in 1951. Many people believe that the program is outdated – and I tend to agree with them! Dr. Vance Ginn, with the Texas Public Policy Foundation, is here to give an UPDATE on the situation. First, Texas is one of only sixteen states in the nation that still requires a Vehicle Safety Inspection on all passenger and commercial vehicles. Mississippi stopped their inspection program last year, and even California doesn’t require it anymore!

Over the last decade, Texas drivers have spent $2.4 Billion on this program; $267 Million was spent in 2014 alone! It’s way past time to scrap the Passenger Vehicle Safety Inspection Program and start saving drivers money!

But doesn’t the program help save lives? “When you look at the accidents across Texas with injuries and fatalities…those issues are not caused by the vehicle’s maintenance,” Dr. Ginn reveals. The majority of accidents are a direct result of the driver’s lack of attention, speeding, alcohol, drugs, and texting.

Dr. Ginn makes an another excellent point: “When you think about it, a vehicle safety inspection is done one day out of the year, maybe for fifteen minutes. But that means the other 364 days of the year, your car is not inspected.

The Texas Public Policy Foundation’s Economist, Dr. Vance Ginn, recently testified before the Texas Senate Transportation Committee on the interim charge recommending ways to compress or otherwise reduce the number of required Passenger Vehicle Safety Inspections. Dr. Ginn also released a new paper examining the cost and effectiveness of the inspections.

$267 Million was spent by Texans in 2014 on the Passenger Vehicle Safety Inspection program. Over the last decade, we have spent a whopping $2.4 Billion.

The Texas Legislature passed the Passenger Vehicle Safety Inspection law in 1951. The purpose of the inspection was to limit the number of accidents due to malfunctions or problems with the vehicles. However, not many changes have occurred in the inspection process over the last six decades, making the test obsolete. In fact, only sixteen state still require the inspection! Dr. Ginn points out that the majority of accidents are caused by driver distraction now – not due to problems with the vehicle.

Listen in as Dr. Ginn explains more about the inspection process and how it differs from the Commercial Safety Inspection Law. He also discusses his efforts in traveling around the state, garnering support for a bill to be introduced in 2017 to eliminate the Passenger Vehicle Safety Inspection completely. All across the state of Texas, homeowners are losing their American Dream.  It’s not that they can’t necessarily afford their home – they just can’t afford the ever-increasing property tax!  Do you really own your home if the state continually taxes you more and more to live in it?

Dr. Vance Ginn is an economist for the Center for Fiscal Policy at the Texas Public Policy Foundation.  Dr. Ginn reveals how, in regards to the most burdensome property taxes in the nation, Texas is ranked fourteen and it is sky rocketing every year!

The two issues at hand today are home appraisals and tax rates. The rate increase is directly connected to the appraisal. “Property appraisals are soaring. Many times, they aren’t even matching the market value is of the house,” Dr. Ginn states. If the tax rate is slowed, can the appraisals be lowered enough to help? What do the 4,000 plus Texas government taxing entities use property taxes for?  Aren’t property taxes needed to help these agencies operate?  Dr. Vance Ginn explains the four major taxing jurisdictions in Texas: schools, cities, counties, and special districts (water, higher education, etc).  However, Dr. Ginn has discovered that it is not easy to view the information online for these agencies. Where are they spending the money?  What are they hiding?

With the current tax rate increasing anywhere from seven to ten percent per year, too many families are being forced out of their homes; some can’t even afford to buy one!  One way to fight back is to gather petition signatures, as Dr. Ginn explains.  You would think this would be easy as pie, but that is very difficult to do.  Listen in as he discusses this obstacle.

With so much financial assistance stemming from property taxes, how can we sustain a working government if that support is no longer available?  If people could actually see where the money is going, they might fight back a little harder!  If the property tax is switched to a blanket home sales tax, will that be any better?  Listen in as Dr. Ginn explains how this will absolutely be beneficial to every home owner in the state.  He says, “That is a much more efficient form of taxation over time.

Surprisingly, there are groups and organizations that do not want zero-based budgeting in Texas! Crazy, right?! Who could possibly be OPPOSED to saving money and boosting the economy?
