Title: Not Paying for Condemned Land is "Constitutionally Insufficient"

Vice President of Research at
the Texas Public Policy Foundation, Bill Peacock, recently released a report
that is definitely stirring the political pot. He believes – as well as many
others – that land owners should have the constitutional right to just and
adequate financial compensation for any property taken under the government’s
“inherent sovereign power of eminent domain”. This includes cases in which the
government has extended the power of eminent domain to a private company.
Wow. That was a mouthful! What, exactly, does it mean? Well, basically, Bill
believes that the government shouldn’t be allowed to just take someone’s
property without just cause or reason and without paying the owner a fair price.
Wait. What? Can the government even do that? You bet your bottom dollar they
can! Listen in as Bill Peacock explains the inner schemes – I mean, workings –
of such deals and how even private businesses are becoming involved in the

The Racing
Commission in Texas is attempting to bring “Historical Racing Machines” (aka
slot machines) to racetracks. Some people see this as a win-win;
others view it as a direct dive into the pits.
Bill Peacock, with the Texas Public Policy Foundation, says he doesn’t
see the difference in “Historical Racing Machines” and “Slot Machines”. You can
call an apple an orange all day long, but at the end of the day, that apple is
still an apple…
The Racing Commission has been appointed to be “regulators” between the racing
industry and consumers. But, oftentimes, the “regulators” (those who are to
protect the consumer) become too close to those they are regulating and cause
even more of a mess.
Bill gives a brief history of “gambling” in Texas – from dog racing to the
lottery – and the repercussions it has had on the state. He also explains what
is authorized by Texas law and what isn’t.

Gambling is technically illegal
in Texas – except for the lottery, pari-mutuel wagering, and bingo. There is a
huge fight across the nation, specifically in Texas, concerning the use of slot
machines in horse and dog race tracks. The gambling industry and casino owners
don’t want slot machines to be allowed in these venues because they aren’t
allowed to construct a building for the same purposes.
This whole Racing Commission debacle and the use of “Historical Racing Machines”
in race tracks is due to decreasing participation from the public. The owners of
race tracks in Texas claim they are losing money and need another source of
revenue. They’ve concocted these “Historical Racing Machines” as a light at the
end of their long, dark tunnel.
Bill Peacock argues against the installation of “Historical Racing Machines” in
Texas race tracks for several reasons. First of all, Texas has the best economy
in the nation – why mess that up? Listen in to hear Bill discuss the negative
social challenges which will arise if more “gambling” is allowed in Texas.

In 1977, the Texas legislature
passed the Texas Sunset Act which was designed to forever improve state
government. Every agency, every commission, every board is automatically Sunset
every 10 years and its very existence must be approved by the legislature.
Even though 78 state agencies have been abolished, saving taxpayers over $945
million dollars, has the Sunset Commission been overrun by government
bureaucrats who, by design, are hell-bent on growing government.

pressure on agencies to justify their regulations, expenditures, and existence.
Bill Peacock explains how the bureaucrats hired to run the Sunset Commission now
mirror the population of the Austin Area: liberal to ultra-liberal. Have you
ever met a liberal wanting to cut the size and scope of government?
Hence the problem, the worker bees are recommending more honey for the agencies
they were to review for their very existence.
