Title: FEMA Changes
Topic: Federal Emergency Management Agency
Discussed by Reverend Dave Welch
with US Pastor Council (US Pastor Council)

Finally! The Federal Emergency Management Agency (FEMA) has announced its formal policy change eliminating previous discrimination against churches for disaster relief funding. This is great news! Listen as Dave Welch, with the Houston Pastor Council, discusses the changes and what it means for the future.

Questions/Issues Discussed:

Why would FEMA grant disaster assistance to some non-profit institutions but deny the same type of assistance for non-profit religious institutions?

What is the purpose of the Texas Pastor Council?

What is the First Liberty Institute? Why has the TPC connected with them?

What was the condition of many non-profit religious institutions in the aftermath of Hurricane Harvey and the devastating floods that followed?

Did FEMA discriminate against non-profit religious institutions in the aftermath of Harvey, in Dave’s opinion?

Why has FEMA reversed its course?

What can non-profit religious institutions do now?

Title: FEMA and Natural Disasters
Topic: Federal Emergency Management Agency
Discussed by Drew White
with Texas Public Policy Foundation (www.TexasPolicy.com)

Part 1 of 3

The head of the Federal Emergency Management Agency (FEMA) caused a stir recently when he suggested that local first-responders should have a greater role in disaster response. As we discovered during and after Hurricane Harvey…this is very true!

Drew White is the Senior Federal Policy Analyst for the Center for Tenth Amendment Action at the Texas Public Policy Foundation. Drew was also the Domestic Policy Advisor for Senator Ted Cruz for two years.

Questions/Issues Discussed:

Should local first-responder agencies have a more active role in recovery efforts?

Should FEMA be the only responder in a disaster situation?

Do non-profits and charities have more flexibility than FEMA?

Should the government begin to lean on non-profits and charities for help rather than FEMA?

Tune in to the next segment with Drew White as he discusses another major issue with FEMA: money.

Title: Part 2 of 3 - FEMA and Natural Disasters
Topic: Federal Emergency Management Agency
Discussed by Drew White
with Texas Public Policy Foundation (www.TexasPolicy.com)

Questions/Issues Discussed:

Does FEMA have a fleet of flat-bottomed boats they can utilize quickly to save those who are downing in flood waters? HINT: Nope! They have a fleet of personnel who can only get to action after Congress has authorized it!

How does FEMA disperse the money given them by Congress?

Does all the government bureaucracy just get in the way?

Is too much money wasted on non-emergencies?

Do our elected officials use disaster funding legislation as a means of pushing through their pet projects?

For the most part, are local responders, non-profits, and charities better, smarter, faster, and cheaper than FEMA?

Over 27,000 families are still receiving housing assistance in Harris County because of Katrina and Rita. Using a 2.54 multiplier, that's over 68,000 adults and children. How long is long enough? The families must re-certify to continue receiving housing assistance. Call 800-621-FEMA and use prompt #3 for more details.
