The head of the Federal Emergency Management Agency (FEMA) caused a stir recently when he suggested that local first-responders should have a greater role in disaster response. As we discovered during and after Hurricane Harvey…this is very true!

Drew White is the Senior Federal Policy Analyst for the Center for Tenth Amendment Action at the Texas Public Policy Foundation. Drew was also the Domestic Policy Advisor for Senator Ted Cruz for two years.
