We must place a fence around the spending of every elected body with taxing authority. The voters in Houston did just that when they passed both Prop. 1 and Prop. 2. Prop. 2 is a better fence but will it be followed?

The Chairman of Citizens for Public Accountability, Mr. Bob Lehmer, exposes the City of Houston's refusal to follow a MAP. The County has a very successful MAP - Motorist Assistance Program - to help stranded motorists, which was a free service to the public. But instead. the Mayor refused to join a system that is working. Instead, while trying to 're-invent the wheel' his good intentions turned sour!
