The Chairman of Citizens for Public Accountability, Mr. Bob Lehmer, exposes the City of Houston's refusal to follow a MAP. The County has a very successful MAP - Motorist Assistance Program - to help stranded motorists, which was a free service to the public. But instead. the Mayor refused to join a system that is working. Instead, while trying to 're-invent the wheel' his good intentions turned sour!
