Title: Who Determines Parental Rights?
Topic: Family Custody Issues
Discussed by Brandon Logan
with Texas Public Policy Foundation (www.TexasPolicy.com)
Part 1 of 2
Brandon Logan is the Director of the Center for Families & Children at the
Texas Public Policy Foundation. Brandon will be discussing a bill in Arizona which
would require all babies born exposed to substance abuse (via their mothers) be
removed by the Department of Child Safety. In turn, the “default position” would
be to terminate the mother’s parental rights and give the baby to total
strangers.
NOTE: It is important to point out that Brandon is a Child Welfare Law
Specialist and has represented the rights of hundreds of children in legal
custody battles throughout Texas. Brandon also has a PhD in Child Development.
He knows what he is talking about! Listen in!
Questions/Issues Discussed:
Who is behind the proposed bill in Arizona?
This is an issue that is fueled by emotions. How does Brandon help not only
children, but the parents as well, while keeping emotions in check?
Why the push to give babies to strangers instead of family members? HINT: Money!
Is this bill from Arizona extreme and “anti-family”?
Are other states looking to follow in Arizona’s footsteps?
Adoption is important. However, is there a better way to this solution rather
than ripping the baby apart from his/her mother/father at birth? Tune in to the
next segment with Brandon as he continues to discuss this question…

Title: Part 2 of 2 - Who Determines Parental Rights?
Topic: Family Custody Issues
Discussed by Brandon Logan
with Texas Public Policy Foundation (www.TexasPolicy.com)
Questions/Issues Discussed:
Brandon explains the Arizona bill in more detail. It’s definitely the most
extreme law Brandon has ever seen!
Are foster parents considered “family” according to this law? Would foster
parents be allowed to adopt a baby been in their care?
What precautions should we, in Texas, make to ensure this crazy idea doesn’t
sneak its way into our courts?
Editor’s Note: If you do not have a will, get one ASAP! Who do you want to raise
your kids? Would the courts agree? This is very important, no matter the age of
your children.

Texas Public Policy Foundation. Today, Brandon will be discussing some of the
arrangements that may be necessary for some families.
Questions/Issues Discussed:
Are over half of America’s children in a broken home?

out their parental responsibilities?
Are courts experiencing an influx of grandparents requesting visitation rights?
What rights do grandparents have?

Title: See Something. Say Something. But Wait a Minute
Topic: Parenting a Child with Autism
Discussed by Brandon Logan
with Texas Public Policy Foundation (www.TexasPolicy.com)
“We should be reaching out in love and community to parents who may need
support, rather than calling government authorities,” says Texas Public
Policy Foundation’s Brandon Logan. “This is the key to
rebuilding a civil society that cherishes and organically protects children.”
Questions/Issues Discussed:
Listen as Brandon Logan explains what happened to one family in Austin involving
the police…
Last year, 300,000 calls were made to Child Protective Services. How
many of those calls resulted in a case where abuse or neglect were discovered?
HINT: The number is tiny. Minuscule. Almost non-existent.
What are some other things people can do instead of calling the police or
CPS when abuse or neglect is suspected?
Brandon Logan says: “Observing from afar doesn’t give us an indication of
what’s going on with a family. And it certainly won’t give us any evidence that
a child is being abused or neglected.”

Title: Improving Texas CPS
Topic: Texas Child Protective Services
Discussed by Brandon Logan
with Texas Public Policy Foundation (www.TexasPolicy.com)
There is no denying that the Texas Department of Child Protective Services is in need of a major overhaul. However, there is good news on the horizon!
Brandon Logan is the Director of the Center for Families and Children at the
Texas Public Policy Foundation. He has an encouraging update for us today.
Questions/Issues Discussed:
Recently, a Federal Judge ruled that Texas was violating the rights of children housed within the CPS system. What was the case about?
The Texas Legislature was being pressured to act quickly so they passed
SB11 and HB7. How will these bills help protect children?
Was there a fiscal note added to these bills to allow for more money for the Texas CPS system?
Is more Legislative work required?
Will individuals and faith-based groups be able to help more easily with the passage of these bills?
Our elected officials hoping and praying for more involvement by churches and other non-profits to service the desperate needs of at-risk children. Foster children – and parents – need your help! Contact your church or local foster care agency for more information.

Title: Fixing the Broken Foster Care System
Topic: Foster Care
Discussed by Brandon Logan
with Texas Public Policy Foundation (www.TexasPolicy.com)
Texas Public Policy Foundation Center for Families and Children
Director Brandon Logan was recently invited to give testimony before the Texas
Senate Committee for Health and Human Services to consider Senate Bill 11,
relating to the administration of services by the Department of Family and
Protective Services.
“Centralized state control over the care of foster children is inherently unworkable in a state as large and diverse as Texas,” said Logan. “Communities are in the best position to help parents and care for kids. SB11 gives communities the ability to do that.”
Questions/Issues Discussed:
Why should Texas address the care of foster children?
Do teenagers really suffer more in the foster system?
How does SB11 decentralize a “one-size-fits-all” scenario?
How old are the current foster care guidelines in Texas? HINT: Really, really, really OLD!!!
How much will SB11 cost taxpayers?
How can non-profit organizations be utilized within the foster care system across Texas thru SB11?

Part 1 of 2
The Texas foster-care system is strained with too many abused and
neglected children and not enough places where they can heal and recover.
New guest, Brandon Logan, is the Director of the Center for Families and
Children within the Texas Public Policy Foundation. The purpose of the
Center is to serve the needs of the nearly 30,000 children who are currently
under the State’s care in Texas.
Questions/Issues Discussed:
What is the current state of the foster-care system in Texas?
Did a Federal Judge recently state that older children often “age out” of state
custody in worse condition than when they entered?
What is the plan for the next Texas Legislature concerning this issue?

Topic: Foster Care
Discussed by Brandon Logan
with Texas Public Policy Foundation (www.TexasPolicy.com)
Listen in as Brandon describes some of the ways the Center for
Families and Children is helping the State of Texas and the children in need.
Texas has doubled the number of employees and tripled the money it spends for
children in foster care. Is this good or bad?
How can faith-based groups help? Should the State of Texas be more willing to
aid faith-based organizations?
