Is the Justice department claiming that states cannot enforce federal immigration laws because the states then would be violating the constitutional separation of powers?

Does it harm the United States if a state arrests someone and then notifies the federal government that person has violated a federal law?

Do Eric Holder and Obama think the constitution is living and breathing yardstick? Picking and choosing?
