HB 3 was written to reduce the local tax levy on rural property for Public Education. The intent is to reduce this levy from $1.50 per $100 evalutaion to $1.00. This would reduce the levy for public education by 1/3 (33%) but ONLY reduce your total property tax bill by MABYE 18%. HB 3 was to be revenue neutral - i.e.: it was to reduce in one area but raise taxes somewhere else. The Comptroller's Office says the new taxes will not raise enough. What's Up with this - and who's at fault?
