Was Obama justified to attack Libya? Will he need Congressional approval, and
if so, when? Dr. Richard Land explains the War Powers Act that details when the
president can use force in a military emergency but then limits the time period
that he can use such force without the approval of Congress. Bush 41 and Bush 43
both sought the approval of Congress. For President Obama’s actions to be
