Benefits of a Texas TABOR and/or local/city TABOR: 1. Limit growth in government spending to population increases plus inflation; 2. Initial surplus revenue could be earmarked for a "rainy day fund"; 3. Excess collected taxes to be refunded to the tax payer; 4. Voters must approve all excess spending by the government.
